XBStation partners with LAEP to strengthen Vietnam’s Low-Altitude Economy ecosystem
On October 10, 2025, at the “Vietnam Private Economic Landscape” (ViPEL) event, the Low-Altitude Economic Partnership (LAEP) was officially launched. The event was under the patronage of the National Innovation Center (NIC) and in the presence of the Prime Minister of Vietnam, Pham Minh Chinh.
1. About Vietnam’s Low Altitude Economic Partner (LAEP)
The low-altitude economy (LAE) refers to a chain of economic activities that take place below 1,000 meters. This is where individuals and enterprises utilize technologies such as unmanned aerial vehicles (UAVs/drones), artificial intelligence (AI), and electric vertical take-off and landing aircraft (eVTOLs/air taxis) for operations. In Vietnam, experts estimate that the potential value of the low-altitude economy could reach up to USD 10 billion. Mr. Truong Gia Binh, Chairman of FPT Corporation, stated that Vietnam has a “golden opportunity” to become a global center for the low-altitude economy.
The launch of LAEP marks a significant milestone in Vietnam’s efforts to build and develop this emerging economic sector. The alliance aims to connect regulatory agencies, technology enterprises, and innovation organizations to establish a comprehensive ecosystem. This will help Vietnam move closer to becoming a global low-altitude economic center.

However, according to Mr. Tran Anh Tuan, CEO of the Vietnam UAV Network, the biggest challenge for the low-altitude economy lies in licensing and managing flight operations. One company shared that although it can produce 10 drones per year, which are worth up to USD 1 million, the company has not received flight approval even after three years. As a result, most domestic users rely on imported drones, putting Vietnamese drone manufacturers at a disadvantage in their domestic market.
Therefore, LAEP expects that government authorities will soon complete the legal framework for this sector, including technical standards, flight safety regulations, device identification, and sandbox mechanisms for new services.
Undeniably, the establishment of LAEP reflects the government’s strategic vision in digital transformation and low-altitude aviation infrastructure development. It also marks the beginning of a new era, one of intelligent and sustainable economic growth in Vietnam.
2. XBStation’s role and commitment in LAEP
Currently, LAEP consists of 10 groups of technology corporations, financial institutions, and startups (such as FPT, VinaCapital,...) working together to build strategies and lay the foundation for Vietnam’s vision of becoming the global drone capital. The alliance is chaired by Mr. Nguyen Van Khoa, CEO of FPT Corporation, with two vice chairmen: Mr. Don Lam, founder and CEO of VinaCapital, and Mr. Tran Anh Tuan, CEO of the Vietnam UAV Network.
